Our Team

The LOTT Alliance’s employees work within four separate divisions, which include Facilities, Community Relations and Environmental Policy, Engineering, and Administration. Each individual is part of high performing team, playing an important role to help protect public health and the environment by cleaning and restoring water for our communities. A broad range of skills and experience is necessary to manage ongoing treatment, maintenance, regulatory, engineering, finance, and public communication responsibilities.



The majority of LOTT’s employees work in the Facilities Division and report to the Budd Inlet Treatment Plant (BITP). They are responsible for maintaining and operating the BITP and LOTT’s other facilities. These staff members are assigned to management or to the Operations, Maintenance, or Process sections. Each workgroup has a variety of positions ranging from entry-level to highly skilled Visit the LOTT Labor Relations web pagejourney-level workers, as well as support and supervisory staff. Thirty-five of the treatment plant employees are represented by the Washington Council of County and City Employees, Council 2 of the American Federation of State, County, and Municipal Employees (AFSCME) labor union.

LOTT’s Administrative Office houses the Administration, Community Relations and Environmental Policy, and Engineering Divisions, which provide finance, community relations, planning, environmental permitting and compliance, human resources, network administration, legal, and engineering support for the utility. Staff work closely together, on a daily basis, to achieve the goals of each division.

organizational structure – The organizational chart shows LOTT's current staffing. Staff members are organized under four division Directors who report to the Executive Director. The Executive Director reports to the Board of Directors, made up of one elected official from each of the four partner jurisdictions (Lacey, Olympia, Tumwater, and Thurston County).
